This study aims to analyze the effect of change management and organizational strengthening on the formation of HR performance or in this case ASN within the Ministry of the Republic of Indonesia Main Unit environment. The research methodology used is quantitative by using a survey method to produce descriptive and verification analysis. The population used was ASN in the Republic of Indonesia Main Unit of the Republic of Indonesia as many as 661 people and after using the Slovin formula obtained 250 ASN people included as the study sample. The results of the study prove that both for Change Management and Organizational Strengthening have a significant influence in shaping the performance of HR or ASN, so that in the future in order to improve ASN performance, then in each Ministry's Main Unit must be organized management changes and organizational strengthening all elements in the organization.
Bahasa Indonesia Abstrak: Penelitian ini bertujuan untuk menganalisis lebih lanjut mengenai pengaruh manajemen perubahan dan penguatan organisasi terhadap pembentukan kinerja SDM atau dalam hal ini adalah ASN di lingkungan Unit Utama Kementerian Republik Indonesia. Metodologi penelitian yang digunakan adalah kuantitatif dengan menggunakan metode survey untuk menghasilkan analisis secara deskriptif dan verifikatif. Populasi yang digunakan adalah ASN di lingkungan unit utama Kementerian Republik Indonesia sebanyak 661 orang dan setelah menggunakan rumus Slovin didapatkan 250 orang ASN yang termasuk sebagai sampel penelitian. Hasil penelitian membuktikan baik untuk manajemen perubahan maupun penguatan organisasi memiliki pengaruh yang signifikan dalam membentuk kinerja SDM atau ASN, sehingga diharapkan untuk kedepannya dalam rangka meningkatkan kinerja ASN, maka di setiap Unit Utama kementerian harus terlebih dulu dilakukan manajemen perubahan yang tertata serta penguatan organisasi yang meliputi semua unsur di dalam organisasi tersebut.
