Abstrak

Fair business competition is a fundamental pillar of a market economy, driving efficiency, innovation, and consumer protection. However, in practice, the market power held by certain business actors can lead to monopolistic practices that harm both the business ecosystem and consumers. This paper examines the monopolistic practices conducted by Google LLC in Indonesia through the mandatory use of the Google Play Billing (GPB) payment system imposed on Android app developers. The Indonesia Competition Commission (KPPU) found that such practices violated the principles of fair competition by limiting consumer choices and burdening developers with high service fees. The KPPU’s decision to impose an administrative fine of IDR 202.5 billion on Google serves as an important precedent in the enforcement of competition law in the digital era. This research applies a normative legal method with a statutory approach, combining an analysis of Law No. 5 of 1999 with secondary data from literature, court decisions, and expert opinions. The study aims to elaborate on the forms of violation committed by Google and to analyze the legal and economic implications of the decision, particularly for business actors and consumers in Indonesia. The findings are expected to contribute to strengthening regulation and law enforcement in facing the dominance of global digital platforms.
