Monopoli Digital dalam Persaingan Usaha: Evaluasi Penegakan Hukum oleh KPPU dalam Menanggulangi Dominasi Pasar di Era Platform Ekonomi

The development of the digital economy has created a new market structure characterized by dominance over data, algorithms, and digital ecosystems, which are not fully addressed by conventional legal frameworks. This study aims to evaluate the effectiveness of Law No. 5 of 1999 in dealing with monopolistic practices in the digital era and to examine the challenges faced by the Business Competition Supervisory Commission (KPPU) in enforcing the law without stifling innovation. Using a normative legal research method with statutory and conceptual approaches, the study reveals a regulatory gap between the digital market structure and the existing legal norms. Market dominance in digital platforms stems not only from price or distribution control but also from network effects, data lock-in, and algorithmic influence. Therefore, regulatory reform and institutional capacity-building are necessary to ensure that competition law remains relevant and effective in addressing the challenges of the digital economy.
